Manager - Vessel & Owner/Operator Quality -
International maritime services company located in Tyson's area seeks a self-confident and energetic professional.
Ability to work in a team environment and ability to work well under pressure; must be a self-starter, must be highly motivated, organized, attentive to detail, able to work independently and the ability to handle multi-tasks in a fast pace environment. Ability to carry out assignments to completion, adhering to prescribed routines and practices without constant supervision. Well-developed knowledge of business English, spelling, and arithmetic. Good understanding of global geography.

The ideal candidate will have:
College Degree or equi
valent with seagoing experience
in the merchant marine, Navy or Coast Guard as a
n
officer
, rating or cadet
, or as a class society surveyor or
equivalent
.

Maritime i
ndustry experience preferred.

Previous training or
experience with international r
e
gulations
concerning Maritime Safety, Security and Environmental Protection preferred.

Experience as a seagoing officer, class society surveyor, or technical reviewer preferred.

The position will involve:
Responsible for ensuring ongoing quality/risk analysis of vessels in the fleet, vessels requesting to register
with
the Registry
and their ship managers, based on: vessel age, vessel type, PSC history, safety history, arrest records, class records, casualty records, and as available Company financial, safety and security records.

Manage
the Advance Notice of Arrival
process to ensure compliance of the
Registry
flag vessels with the international requirements and to help prevent Port State detentions.
Manages Advance Notice of Arrivals and LRIT Zone arrival report programs
.
M
onitor record
of safety inspections in LIS to ensure timely completion of inspections when due.

Manage continuous analysis and maintain data base
and records
regarding serious
deficiencies
,
SMS failures/
nonconformities
,
Port State Control
(PSC) detentions
and special inspections and make recommendations regarding actions to be taken.

Ensure follow up with special safety inspections or additional audits for eventual closure of vessel detention files.

Review PSC detention
reports, serious
deficiencies
and follow up with
companies on corrective action and, if necessary, special
safety inspection
(s).
Maintain list of vessels and companies that should be
watched and targeted for increased compliance inspections.

Maintain list of
Registry
flag inspectors/auditors that may need special guidance and/or additional training/supervision.

Monitor USCG
and all other Port State Control MOU web sites for detentions,
notices concerning concentrated inspection campaigns
and other relevant information
.

Manage requests for manning dispensations and issue authorizations, as needed
.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
