WHAT DOES A MANAGEMENT AND PROGRAM ANALYST DO? As a Senior Management and Program Analyst, you will serve in the role of Advisor to the Chief Procurement Officer and Deputy Chief Procurement Officer on matters and/or issues related directly to the Office of Procurement. You will be responsible for high level, cross-functional projects, often of a confidential nature. These projects may include the development of broad policy and operational objectives as they relate to the function, which often require integrating and/or coordinating efforts and activities across organizational lines, including IRS business units and other Treasury bureaus. This position is under the general administrative direction of the Chief Procurement Officer and Deputy Chief Procurement Officer, and as such, you will be expected to have experience in Federal Acquisition methods, strategies and processes.WHAT IS THE FACILITIES MANAGEMENT & SECURITY SERVICES (FMSS) DIVISION? FMSS customers are IRS employees - FMSS identifies and delivers value-added, cost efficient, shared service solutions, that facilitate the success of the IRS mission including, but not limited to, real estate and portfolio solutions, building infrastructure and facilities management, security services, employee credentialing, environmental health and safety and incident management. As an Management and Program Analyst you will:
Participate with the executive in formulating new or revised policies for high-level Servicewide programs providing administratively authoritative recommendations on matters related to the formulation and implementation of Servicewide program initiatives. Develop management objectives, strategies, actions, and critical success factors and consolidates final strategic business planning for the organization. Prepare and coordinate Congressional and other high-level correspondence and briefing material. Establish and coordinate special agency studies requiring analysis and evaluation of existing or impromptu problems of office functions, as needed. Develop conclusions, recommendations, or proposals for executive approval, decision, review, or other consideration from sources internal or external to the area. Prepare agency directive, IRM issuances, memoranda, Servicewide policy statements, and other written guidelines and recommendations. Conduct briefings and prepare comprehensive reports to keep top-level managers and executives advised on project plans and progress and to communicate findings and recommendations. Serve as the primary liaison with the Department and other agencies for the full scope of assigned project assignments and issues effecting Service functions, including special assignments that are sensitive, unusual, or controversial. Provide leadership to special project activities. GS-15 LEVEL:
You must have 1 year of specialized at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
Experience in business operations and/or human resource programs (including employee labor relations), and the interrelationships among these programs to research problems and issues and develop conclusions, recommendations, or proposals for executive review, decision or approval; experience formulating new or revised policies for organization-wide programs with authoritative recommendations on matters related to the formulation and implementation of program initiatives; experience in the use and interpretation of relevant laws, regulations, rulings, policies or procedures in order to research and advise on specific questions or problems and prepare comprehensive reports to keep top-level managers and executives advised; experience communicating orally and in writing on a multitude of subjects and to meet and deal effectively with a wide range of executives and other stakeholders; experience in the Federal acquisition process, policies, writing presentations, responses and products for delivery by the highest management in an organization, such as CEOs, other executives and/or senior managers; experience drafting, reviewing and editing major reports from the highest management level of an organization.- The experience may have been gained in the public sector, private sector or Volunteer Service. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
