This position has been designated Special Sensitive and requires the incumbent to obtain and retain maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Must meet and continue to adhere to the requirements of a Tier 5 level background investigation. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures. As a Supervisory Public Affairs Specialist, you will:
Serve as the primary spokesperson for FinCEN and the principal advisor to the Director, Deputy Director and senior management on matters pertaining to external and internal communications and public information policies. Plan, direct, and execute national and international campaigns to convey complex information concerning Bureau's programs, research and analysis, responsibilities, and activities. Direct the development of broad plans and objectives pertaining to the near-term communications (internal and external)-planning and deployment of major Public Affairs programs to include the following:
(1) identifying areas in need of emphasis and leadership throughout the Bureau to meet public affairs needs (domestic and international), (2) developing public affairs guidance, standards and policies at bureau level, (3) determining appropriate scope of coordination with federal agencies, Bureau executives and program managers, congressional liaison officers, the agency Public Affairs office, financial institutions, public, and other special interests groups, as required, and (4) disseminating approved guidance to appropriate staff proponents, financial institutions, and other special interest groups. Coordinate and direct a professional staff engaged in designing, editing, tracking, and producing bureau publications, such as newsletters, reports, social media, and the public website. Provide advice to the Director and Deputy Director in determining the press and public response to Agency's role, responsibilities, priorities, and direction to address money laundering and terrorist financing threats to the U.S. financial system, which requires access to highly sensitive compartmented (TS/SCI) information. Hire, transfer, set performance standards, evaluate performance, rewards, disciplines, coach, mentor, train, and promote personnel consistent with established policies and guidelines. Experience:
For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as leading people and projects related to public affairs. Such as Plans, directs, and executes national and international campaigns to convey complex information concerning organizational programs, research and analysis, responsibilities, and activities. Establishes and maintains effective working relationships with members of the news media, and specialized groups (e.g. financial, regulatory, and law enforcement communities) interested or involved with organizational programs. Represents organization in meetings and conferences with the national print and broadcast media, high ranking government officials, representatives of state and local governments, officials of private or public organizations, and the general public. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
