Supervisory HR Specialist

This is a non-sensitive position designated as high risk public trust, favorable adjudication of a Tier 4 investigation is required.

Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 4 level background investigation, the results of which fully meet the FinCEN's special employment criteria.
All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives.
Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.
As a Supervisory Human Resources Specialist , you will:
Direct the management of programs for the design, development, implementation and evaluation of organization development, change programs and interventions within FinCEN, which include communications and interventions related to reorganizations, employee engagement interventions, and process improvement initiatives; Oversee the development of policy issuances and provides guidance for use throughout the FINCEN in a variety of human resources functional areas; Plan internal studies of OHR program effectiveness and based on results; develops guidance, policies, standard operating procedures (SOPS), and other written guidelines to the functional areas within OHR to increase efficiencies; Responsible for the direction of organizational force structure analysis efforts for the bureau.
Analyzes, evaluates, and critiques projects, programs, and studies related to organizational structure; Plans, organizes, and provides oversight to administrative and support staff to identify, distribute and balance workload and tasks.

Specialized
Experience:
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized experience for this position includes:
- Manage and participate in case review for delegated examining case files and Human Capital Framework system cases (e.
g.
, strategic planning and alignment, talent management, performance culture and evaluation; - Oversee and develop case findings and system findings based on careful review of teams member's input; - Manage and perform analyses and evaluate reviews to ensure the accuracy of all preparatory audit/evaluation information, and adherence to required timelines; and - Oversee and prepare a wide variety of reports and briefings for management officials based on review of audit findings.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.

Estimated Salary: $20 to $28 per hour based on qualifications.
