Security Clearance:
This position has been designated National Security Level III, Critical Sensitive. Applicants must possess a favorably adjudicated Tier 5 level background investigation and have been awarded a Top Secret (TS) clearance. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.Major DutiesAs an Intelligence Research Specialist (Case Management), you will:
Conduct trend and pattern studies. Develop and implement policies on global financial transaction activities in support of the prevention of financial crimes. Implement, interpret, and explain complex financial intelligence policies, programs, and statistical standards to interagency, national, and international officials. Stay abreast of relevant and current research, developments, advances, and national efforts affecting assigned geographical or functional area(s). Experience:
Specialized experience for the GS-13:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this grade level is defined as experience in all of the following:
- Overseeing the proper dissemination, de-confliction, or sharing of information between US customers and Financial Intelligence Unit (FIU) partners; AND- Analyzing Bank Secrecy Act (BSA) data and producing financial intelligence products; AND- Detecting and developing financial intelligence based on the integration of data obtained from research or analysis of national or international financial crimes in assigned geographical or functional area(s). Specialized experience for the GS-12:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position is defined as experience in ALL of the following:
- Facilitating the proper dissemination, de-confliction, or sharing of information between US customers and Financial Intelligence Unit (FIU) partners; OR- Researching Bank Secrecy Act (BSA) data and supporting the production of financial intelligence products. Specialized experience for the GS-11:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal Service. Specialized experience for this position is defined as experience in all of the following:
- Supporting senior analysts facilitate the proper dissemination, de-confliction, or sharing of information between US customers and Financial Intelligence Unit (FIU) partners; OR- Supporting senior analysts detect and develop financial intelligence based on the integration of data obtained from research or analysis of national or international financial crimes in assigned geographical or functional area(s). ORYou may substitute education for specialized experience as follows:
Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M. or J.D., if related; ORYou may qualify by a combination of experience and education.In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.For the GS-12, you must have been at the GS-11 level for 52 weeks.For the GS-11, you must have been at the GS-9 level for 52 weeks.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
