Supervisory Intelligence Research Specialist

This position serves as Chief of the Counter-Terrorism Analysis and vetting Programs Division, Office of Security in the United States Agency for International Development (USAID/SEC/CAV). The Counter-Terrorism Analysis and Vetting Programs Division (SEC/CAV) provides oversight, assistance, coordination, and consultation on all screening activities for all USAID organizations, to include coordinating with the law enforcement and intelligence communities supporting the Counter-Terrorism and Diversion of Funds screening efforts. The Division develops policies and procedures for USAID regarding the screening of USAID's implementing partners for terrorism ties and supports joint venture operations at the Terrorist Screening Center related to the requirements set forth in HomelandSecurity Presidential Directive (HSPD) 6 and HSPD 11. As a Supervisory Intelligence Research Specialist, your duties will include the following:
Supervise a group of professional and technical positions engaged in performing a variety of counterterrorism, counterintelligence, information and industrial security work in support of the Divisions programs in grades up to the GS-14 level. Provide administrative and technical supervision necessary for accomplishing the work of the unit. Perform the administrative and human resources management functions relative to the staff supervised. Serves as the Office of Security Policy, Planning and Liaison Officer, planning designing and carrying out a wide variety of sensitive and complex tasks encompassing the entire spectrum of intelligence research specialists. Develop policies for collecting, controlling, and disseminating investigative information for the Agency's counterterrorism and partner vetting programs. Exercise a broad degree of independence and apply authoritative judgment in developing and maintaining relationships with various stake holders in government, private industry, and academia. Serve as an authoritative expert and provides advice and guidance in areas that require extensive interpretation for many different and unrelated program processes and methods. GS-15; You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. One year of experience refers to full-time work; we consider part-time work on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes:
(a) extensive knowledge of investigative techniques; advanced skill in consolidating ostensibly disparate facts, events and other types of investigative materials; (b) skill in coordinating investigative operations on a sector-wide basis; and (c) skills in developing information on sensitive issues through further fact-finding. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.CTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
